Permitting and Filing Requirements by Activity

  • Production and operation
    Manufacturers of Category I (non-pharmaceutical) chemicals must obtain a production license from the Provincial Emergency Department, typically valid for three years. For Category II and III chemicals, a filing certificate is required. Similarly, operators must secure an operation license for Category I substances or complete a filing for Category II and III.
  • Purchase and transport
    For Category I precursor chemicals, a purchase license must be obtained, which remains valid for 3 months. For the movement of regulated substances, a transport license is required with a validity period of 1 month.
  • Import and export
    All imports and exports of precursor chemicals are subject to a dual-use item and technology import/export license system managed by the Ministry of Commerce.

Precursor Chemicals in Mixtures

Regulatory requirements also extend to mixtures containing precursor chemicals. If a mixture contains regulated substances above certain concentration thresholds, it must be treated as a precursor chemical for registration or licensing purposes.

Regulated Thresholds

Specific thresholds apply to common substances:

  • Toluene, Acetone, MEK, or Sulfuric Acid: Concentration ≥ 40%.
  • Hydrochloric Acid: Concentration ≥ 10%.
  • Other substances: Any mixture based on the official import/export directory.

Exemptions are available for certain finished products, such as paints, inks, and adhesives, provided they meet specific concentration and packaging criteria. For example, consumer products like ballpoint pen inks or correction fluids are generally exempt from permitting.

Step-by-Step Permitting Procedures

The application process for precursor chemical permits involves several distinct pathways depending on the intended activity.

For purchase and transport

Applicants must first register on the Precursor Chemical Service Platform and upload their legal qualifications. After submitting the necessary chemical information, they must wait for a public security review. Once approved, the certificate can be downloaded directly from the platform.

For production and operation

Enterprises must register on the Integrated Management System for Non-Pharmaceutical Precursor Chemicals. After selecting the appropriate permit type and uploading the required documentation, the application undergoes an Emergency Department review. Upon successful evaluation, the official permit is issued to the company.

For import and export

The process begins with determining if the product qualifies as a regulated precursor. The company then applies for a dual-use item entry and registers on the Ministry of Commerce system to apply for an export or import license. After the final review, an electronic certificate is issued.
