Background of Cosmetic Registration and Filing in China

To strengthen cosmetic management and ensure cosmetic quality and safety, the China State Council issued a new overarching rule in June 2020 to implement cosmetic registration and filing inspection specifications—the Cosmetic Supervision and Administration Regulation (CSAR). Cosmetic products sold in the market are divided into special cosmetics and general cosmetics. Under the new regulations, companies proposing to place cosmetic products on the Chinese market must apply for registration or filing with the National Medical Products Administration (NMPA) before legally selling and importing these products.

Currently, with the exception of cosmetics sold through cross-border e-commerce channels, which are exempt from registration and filing, cosmetics sold through other channels need to complete cosmetic registration/filing through the NMPA or local drug administration before they can be marketed. China implements registration management for special cosmetics and filing management for ordinary cosmetics. For cosmetics containing new ingredients, an application for new ingredients should be made to the NMPA first, and then the finished product should be filed after approval.
