EU SVHC Notification

Inquiry

Background of EU SVHC

Substances of Very High Concern, also known as SVHC, are derived from the EU REACH regulation. According to Article 57 of REACH, some substances that can pose serious environmental and health hazards in the process of daily use are added to a list, which is called the list of SVHC. Substances identified as SVHC need to meet one or more of the following criteria:

EU SVHC Notification

  • CMR: Carcinogenic, mutagenic, or toxic to reproduction
  • vPvB: Very persistent and very bioaccumulative
  • PBTs: Persistent, bioaccumulative, and toxic
  • Substances deemed as endocrine disruptors

All substances of very high concern that are exported to the EU have content requirements. Manufacturers or importers should notify ECHA of substances on the Candidate List that are present in their articles if both of the following conditions are met:

  • The mass fraction of a certain SVHC contained in the produced or imported articles is >0.1%;
  • The annual production or import volume of the substance is > 1 ton.

Manufacturers and importers in the EU are required to submit notifications, and non-EU manufacturers can submit notifications through their designated sole representative in the EU.

  • Prepare the required dossiers for SVHC notification using IUCLID and submit to ECHA;
