Background of UK Cosmetics Compliance

The UK implemented its own cosmetic regulations on January 1, 2021, which are a set of rules and requirements for managing safety, labeling, advertising, and distribution. Although it is very similar to the current EU cosmetics regulations, references to the EU have been replaced. As required by Article 13 of the UK Cosmetics Regulations, the UK Government Department Office for Product Safety and Standards (OPSS) launched the Submission Cosmetic Products Notification (SCPN) portal to allow companies to notify cosmetic products entering the UK market from January 1, 2021. UK cosmetic regulations require that Product Information Files (PIFs) be kept up-to-date and available to UK authorities in English. It is also necessary for the responsible person in the UK to be based in the UK, and for the products to be notified in the SCPN as well.

Major Changes to Comply with the UK Cosmetics Regulation

Portals	Cosmetics marketed in the UK must be notified to the EU through the SCPN portal.
Responsible person	To place a cosmetic product on the UK market, a responsible person (RP) must be established within the UK. The UK RP is responsible for ensuring compliance with the regulation, including product safety and product notification.
Labels	Cosmetics placed on the UK market should be marked with the UK RP name and address. Cosmetics placed on the Northern Ireland (NI) market should be labeled with the name and address of the NI or EU-based RP. In addition, imported cosmetics must be labeled with the country of origin.
