China Hazardous Chemicals Registration

Overview of the Regulation 

Hazardous chemicals are highly toxic chemicals and other chemicals with toxic, corrosive, explosive, combustible and flammable properties that are hazardous to the human body, facilities and environment. To strengthen the safety management of hazardous chemicals and regulate the registration of hazardous chemicals, the State Administration of Work Safety published the Regulations on the Control over Safety of Hazardous Chemicals (Decree No.591) and formulated the Measures for Administration of Hazardous Chemicals Registration (SAWS Order 53). These policies provide strong technical and administrative support for hazardous chemical management, accident prevention, and emergency procedures.

According to SAWS No. 53, Chinese hazardous chemical manufacturers and importers should register hazardous chemicals with the local agency responsible for hazardous chemical registration and obtain a hazardous chemical registration certificate before producing or importing hazardous chemicals. The scope of hazardous chemical registration includes:

• Chemicals listed in the Catalogue of Hazardous Chemicals
• Chemicals not listed in the Catalogue of Hazardous Chemicals but are identified as hazardous by designed institutions
