All cosmetics sold on the Canadian market must be submitted to Health Canada's Cosmetic Notification Form (CNF) by their manufacturers and importers before the products are launched. The Cosmetic Notification procedure is designed to ensure that cosmetics meet safety, ingredient and label requirements, so that regulatory agencies can monitor products on the market and take necessary actions promptly.

About the Cosmetic Notification Form (CNF)

The CNF is an essential part of what cosmetics manufacturers and distributors follow to comply with Canadian cosmetics regulations, and demonstrates their commitment to transparency and compliance. The CNF contains necessary information about the marketed cosmetics, including the ingredients used, the manufacturing process and the label information.

Uses of the CNF

The CNF can be used for new products, corrections, and product discontinuation notifications.

  • For new products, the applicant must notify Health Canada within 10 days after the cosmetics are first sold in Canada.
  • For product corrections, the applicant should notify within 10 days of the change and include the cosmetic number in the form.
  • For product discontinuation, the applicant needs to notify Health Canada within 10 days after discontinuation and attach the cosmetic number.

  • Name of the cosmetic
  • Functions of the cosmetic
  • List of ingredients, including the name of each ingredient and its concentration percentage or range
  • Form of cosmetic
  • Name and address of the Canadian manufacturer, importer or distributor
  • Name and address of the person who produced or formulated the cosmetic
  • Name and position of the person signing the notification form

6. Submit the forms
